Your friends are lucky they've skated by this long. If it had been the MTO the ending might have been worse. They have coveralls and tools and aren't afraid to use them!!! If the truck was in need of a brake job enough that it wouldn't pass an annual safety they well could have found their plates being removed.
Their truck should have had a yellow sticker for many, many years now and the MTO have pretty much stopped taking 'Gee I didn't know' as an excuse.
