Like refinación Salina Cruz "almost finished" with UBA Premium gasoline upgrades?
I hope for the best but experiencing rather than reading about these issues is a cold dash of water in the face.
Again, may I politely ask: Where is the news that México (D.F.) has UBA? The bitter discussions which are politically oriented (entirely) accuse Pemex of foot-dragging when it comes to providing UBA to the city. I am not hallucinating when I see transportation heads spitting mad because they are unable to purchase replacement urban Mercedes buses for urban use. The vehicles are mandated by law to use ULSD. The old vehicles are near total wrecks.
Ask any trucker in the USA who operates a pre-particulate required big rig if ULSD renders poorer mileage. Or better yet, find lab documentation regarding BTUs delivered for pound of fuel. I must sound like I am anti-ULSD and that is not fact. Hydrogen+sulfur+oxygen produces H2SO4 - sulfuric acid.
I just checked the charging system of a 2016 KenMex with a 3406 cat engine. The owner and I (Transportes Hnos Rivera) discussed why he REMOVED the emission systems on his three tractors. The ART of ROM programming changes to the ECU is an industry down here. Transborder haulers are mandated by the USA to burn 100% UBA diesel. YOU AIN'T GONNA SEE A TRACTOR RUNNING UP FROM CULIACAN WITH A LOAD OF TOMATOES CROSSING THE BORDER. Cross border trucking service is big business. Like DURAN TRUCKING of Tecate California/ Baja California. They pick up dropped trailers, then haul them to San Diego County. From there they are switched to a USA DOT registered carrier which may be a bi-national company.
Ed, I am looking at an appliance sitting on my desk. It is a 1650 watt electric griddle. On the spec seal and cast into the plastic base is the designation NOM. A Mexican version of UL. NOM specifically specifies chapter and verse, that NO NOM registered 120 volt electric heating appliance will be minus an On/Off switch. The griddle thermostat control minuses at "Low".
The Shell Pemex joint venture refinery in Texas is undergoing a gigantic expansion for ULSD. So are the Martinez, Wilmington Domiguez and Anacortes refineries, and they are all interconnected with the old Southern Pacific (now ATSF) pipeline network.
