Daniele: Your post is so far off it is almost comical. Navistar was building ALL of the Prostars and another Class 8 in MEXICO for export to the USA. I don't know if that is still the case but as recent as 2010 that was true. Freightliner builds the frame rails for their Motorhome chassis in Mexico and may even build the whole chassis less the drivetrain. Truckers who are real buy American guys complain that the Freightliner trucks are made in Mexico. Here is a post from a Daimler worker. It is old but may still be true. I think only certain models are exported to the USA.

2 years ago I went to a Mexican Navistar dealer. They had trucks that looked exactly like the USA models. But when I looked underneath there was no DPF. So those trucks you are seeing may be produced with Mexican emission systems.
I have no doubt that Mexico will eventually have ULSD but when is a whole other story. I don't know if you have been travelling in Mexico for a long time but it took forever for Mexico to offer lead free gasoline. Before 1991 there was no magna sin. Just really bad gasoline. Mexican cars sold before 1991 did not have catalytic convertors.
As for corruption I will bow to Mex. He knows more about Pemex corruption than any of us. It is shocking.
