Problem is, not enough people report it to do anything about it. How many foreigners take the time to go to the Pemex page and file a complaint?
I filed a complaint against a station here near our house. They had tried to sell me an additive that already had the seal broken and the bottle was filled with gasoline.
The next week the station was shut down. You just have to take the time to do something about it. So now we have a list of supposed short changers. How many people will knowingly continue to buy gas from them and then say, "well, that's the price of traveling in Baja". Then Mexico gets a bad rap.
Not to make a comparison, but then was the last time one of us checked a station in the U.S. to see if we were being short changed? It happens regularly.
