I think last year the problem started when someone went to either Guatemala or Belize and then when they wanted to get back into Mexico they were denied. Getting the permit online and/or going through Nogales are good workarounds but they do not solve the problem.
Someone somehow has to get to government higher-ups to get the laws clarified. There are many laws with lots of variations in the wording that makes the whole thing very confusing for everyone. Someone in the gov't needs to clearly define what the laws are actually supposed to mean.
3.5 tons is either the allowed cargo weight or the total weight allowed for the vehicle. They are using the GVWR tag to deny access. Even the law that says total weight indicates that would be the total a vehicle is allowed to weigh. But they are not weighing. They are just rejecting based on the GVWR tag. That is not how much the vehicle weighs - it is the allowable total weight of a fully loaded vehicle. But these pickups are being rejected based on the tag even though they actually weigh less than the allowed weight.
But I still think the wording indicates they are referring to cargo weight and not total weight.
I keep asking them but at this point it seems they have decided to ignore me. I guess I made a pest of myself. But they would not answer my questions so I just kept asking. Sorry this does not seem to be working out. Maybe someone else has better ideas?
