Place to park for the night in Flagstaff or Winona AZ?

Anyone know of a safe (legal) quiet place to pull over? Coming from Utah, heading east at Flagstaff. Looks like it will cool down pretty quickly there and be 55 by midnight. I think I'd rather get ...

Keep in mind that there's a city ordinance against overnighting in Flagstaff itself.

There's a rest area on I-40 east of Flagstaff at Meteor Crater, Exit 230..don't know if you can overnight there.
