While the GWB is the closest and most direct route to Liberty, you really have to pick the time of day and day of week to do this. Also, propane is allowed but only on the upper deck and the lane choice to get there is important (and a bit before the actual crossing). The Bruckner and Cross Bronx Xways are a maze or construction areas and poor road conditions, so in general we in the northeast avoid I-95 and the GWB like the plague.
The alternative is Tappan Zee Bridge/I-287 to the Garden State Pkwy, to I-80 towards Secaucus and there you can pick up the Turnpike (I-95) to I-78 right to Liberty Park. The advantage of going this way is that you can take I-95 to I-495 to the Mass Pike out to I-84, then I-684 to the the Tappan Zee and miss all the Connecticut I-95 mess. The only sticking point with this route is Hartford.
Are you planning to stop along the way or push straight through?
