Jay walking is not a criminal offence, possessing dope is federally in the U.S. I can legally smoke it here as of today although I choose not to, I can smoke it in Washington state but I cannot cross the border with it. If a citizen from another country admits to having used marijuana he/she will be prevented from entering the U.S, the premise being that he/she will continue to do so illegally. Paranoia but dems da rules so be prepared to abide by them or suffer the consequences.
