I gotta phone Joaquin and tell him his book is no good. I was lectured on this point before sitting beneath a parota tree just north of Petlaltlan, Guerrero and being shown the law chapter and verse. When I returned to La Orilla Guacamayas, I checked with the highways patrol. They use the same very dark blue book which is about three inches thick.
The state of Jalisco sets all of the pilot traffic laws. They were instrumental in creating the mandatory liability insurance law which several states have followed suit including B.C.S.
I tend to follow written Mexican law especially when witnessing (a dozen?) clear police pullovers that were defined crystal clear. The last one was on the libramiento in Tijuana where a friend and I watched the pursuit at an intersection where only one car was within perhaps a quarter mile -- the one that ran the yellow light. He had made it to the other side of the intersection. The problem was a patrulla that was sitting in the Oxxo station, where we had a rest stop before crossing the border. I told Pablo "I think I see a problem" As the cop car started and the lights came on Pablo replied "That one is looking for an infraccion" as he rubbed two fingers together. We sipped coffee as the cop pulled him over.
