Professional Photographer and Border Crossings

This question is a theoretical exercise in border crossing ethics. Can a professional photographer take pictures as a visitor in an another country and later profit from these pictures after return...

I would have thought you need a work permit. Then I thought for a minute, maybe you would only need a permit if you sold them in Canada. The best answer would be found directly from the source. Call a government agency.
