New Business: A. Garden City RV Park Purchase from Juneau Archdiocese
Assemblyman Henry noted that there are three entities involved in the situation: the Diocese, the Municipality and John Garland, who currently controls the property and has a long-term agreement with the Diocese. Assemblyman Henry indicated that Mr. Garland’s motivation to sell is that he will get $500,000 or $600,000, which is how the cost of the property was determined; this amount is based on the cost to Mr. Garland for improvements. Assemblyman Henry indicated that the relationship between the Diocese and Mr. Garland is not the Municipality’s business; however this is an explanation of how the amount was determined. . . . Assemblyman Korsmo indicated that the Municipality will need to have a conversation with Mr. Garland about operating the RV park. Assemblyman Henry indicated that the Municipality’s position has been that it will maintain the property as an RV park for at least a year or two until the facility plans are ready and a contractor is mobilized; it could even be four years in the future. Assemblyman Henry indicated that Mr. Garland has voiced an interest in lending his expertise to maintain the RV park situation because a portion of the property satisfies some summer housing, and the remainder of the property will generate revenue. Assemblyman Henry indicated that whether the Municipality arranges for Mr. Garland to continue to run the RV park or another arrangement is made, the Municipality should have those summer housing units in place. Assemblyman Henry indicated that a private land owner could see the need for RV housing if the Municipality acquires the property and could provide an alternative RV park location. Assemblyman Korsmo indicated that he hopes a private owner would step up to the plate."
