Many US diesel pickups are made in Mexico. These are sold in both US and Mexico so I would guess that the difference is that the Mexican sold ones do not have the emission control system. Ultra low sulfur diesel is supposed to be sold in Mexico's major cities due to their major pollution problems. We were in Central America where there are a lot of two stroke tuk-tuks (three-wheeledd motorscooters) that really pollute. Apparently tuk-tuks have to run on propane in Indian cities.
We lived in Korea for two years. The government shipped our Nissan over but the emission controls had to be torched off due to leaded fuel then used in Korea. This had to be welded back on before we returned to US.
