Looking to go from Gallup to to Monument Valley. Whats the road surface like on Indian 59 - streetview makes me think it could be rough? It would shave about 30 miles off the 191 or 491 alternatives b...

It doesn't look too bad in GoogleEarth. Last time we traveled on the rez, it was on BIA/N 13 from Shiprock over to Lukachukai (and then to Chinle). The road surface was very good and plenty wide, but not recommended for RVs because the pass was incredibly steep (16% for miles).
