I live here and have no idea what that idiotic sentence means. I'm guessing it means they can collect fares at either location.
In any case, fare is collected when you board and I think you always have the choice of buying a 1 way or round trip ticket.
For car fare, you get the auto and driver. Any other passengers are more.
