6,000 kgs is about 13,228 pounds. The newer (I don't know what year it starts)Ford F350s have a GVWR of 14,000 pounds. Does that mean they are NOT exempt?

The newer GMs are 13,025 so they are exempt based on Pipeman's explanation.
