We were in Banff and Jasper last summer after the floods and almost all the damage had been repaired by August. The roads in, around and through the parks are just fine. Icefields Parkway isn't a particularly slow road; there was only a small stretch still being repaired when we left. Our Canadian cousins are really far more civilized than we give them credit for!
The worst roads we encountered were in Whistler Campground in Jasper. The CG loops themselves were rutted and filled with potholes. If you went slowly it wasn't a real problem, though.
