don't you mean from Hwy 8 to Hwy 2? Looking at the map, entering into Mexico you are already on Hwy 8. You turn right from Hwy 8 then head south onto Hwy 2. Then you bear left onto the Hwy Sonoyta - Puerto Penasco. It seems you can take Benito Jauarez off of Hwy 8, which then parallels Hwy (2/8). Then comes to a tee allowing you to make a right turn onto Hwy Sonoyta - Puerto Penasco. Or Benito Jauarez turn right onto Avenida 16 de Septiembre which will connect to Hwy Sonoyta - Puerto Penasco.
