This well help in keeping water in the bowl of the toilet to keep sewer gas from coming back into the house. If a toilet bowl is left long enough the water well evaporate out. Just like it well in the P traps. Sewer gas can be very explosive besides not smelling very good to come home to after being on the road for 4 to 5 months.
If you live in a cooler climate you might not need it or if somebody is coming in to take care of your house while you are gone.
