Upon my travels in August-September 2013, Border City was open for business (store and lodging) however they were not selling any fuel for three weeks or so at that time according to the new owners I had talked with when I stopped there wanting to top off my one fuel tank heading into Canada.
The current owners had informed me the previous owners had run the place in the ground while leaving the place in substantial debt, the previous owners also had taken some possessions that were needed to fully run the additional services of the business that they were working on replacing....I was told by the new owners that they were optimistic to have fuel available by spring (2014).
Another source in Canada the following day mentioned to me the fuel company involved got stiffed and would not deliver fuel to Border City unless the new owners placed a substantial deposit much higher than the standard amount (perhaps a bond maybe).
Some of the northbound travellers were in shock finding out no fuel was available at Border City when they bypassed Beaver Creek and Destruction Bay thinking they could obtain the cheaper priced fuel crossing the border while knowing the fuel reserve (or capacity) of their vehicle would not make it all the way to Tok....I had one person waving me down just as I was leaving requested to sell him some gas.
My advice at this time would be to prepare that one has adequate fuel supply after leaving Whitehorse with full fuel capacity (at the time $1.399/litre) while making sure one reaches Tok within the 390 mile stretch.
Along the way to Tok, seen Haines Junction advertised at $1.419-1.439/litre, Destruction Bay was at $1.449/litre, Beaver Creek at 1202 Inn was at $1.889/litre....of course these fuel prices back in September 2013 that I had posted will change, but it gives a mere guideline of what kind of frequency one would expect on fuel prices thru the stretch.
Scottie Creek store just up the road from Border City has been closed off everytime I passed thru there the past half dozen times or so, although I never stopped there whenever it was open.
I personally would not count on Border City (at this time) until someone confirms fuel is available, I also would not count on Northway or Northway Junction having fuel widely available either as that area is known to be hit or miss when it comes to fuel.
I can confirm a few more stops along the Alaska Highway of quoted prices I seen or purchased during September 2013 :
Dawson Creek BC and Ft. St. John BC - $1.369/litre
Ft. Nelson BC - $1.569/litre
Liard Hot Springs BC - $1.980/litre
Watson Lake YT - $1.449/litre
Teslin YT - $1.469/litre
Now for the bad news :
For those who do not know, future fuel prices in Alaska could face substantial changes with the announcement of the North Pole Refinery (the largest fuel producer in Alaska), shutting down ALL fuel production and phasing out by June 1 2014, as the State of Alaska is attempting some form of compromise with the refinery to remain in production.
The way it is looking at the moment, the source majority of Alaska fuel supply will be refined in Washington State which would have implications reference to increased fuel prices here in Alaska.
The most informative site I seen (got turned on to it in 2004) when it comes to checking current fuel prices throughout the US, the majority of stations participate in it as you can pull up an area by any US city and state, or zip code - which also has interactive map and cursor scrolling for detailed information as well....MSN Autos
The only "common type" gas station that I did notice within Alaska that did not show on the map was the Sunshine Creek Tesoro (Talkeetna Junction).
What and where is Border City? The only thing Google maps shows is Border City motel and RV Park a few miles north of Tok.
