When I got to the visitor station in Tok,they called the State police and got this reply. "As long as the place is not posted you can overnight there." I must have seen a couple of dozen places after Tok to overnight. Maybe the Churches have a campground :-) ? Talked to some people who went over the top of the world road Wed 25th and they said it was nothing but mud and too dangerous to think about. They said they saw a MH that slid off the road.
I stopped at the BLM in Tok in 2012 and asked the same question. The rule is if there is no overnight sign, you are allowed to camp. Check this site http://www.campgroundsalaska.com/roadside-camping-alaska.php, they invite you to use the roadside parking for camping. I do not know what's in it for the Churches?
In Yukon, there are a lot of no camping sign now, but I use the same principle, no sign = OK for camping for me. Camping is not expensive in the Yukon governement campground, so I use the sites once in a while.
I went on top of the world a week and a half ago. They are rebuilding the road on the US side of the border, new big rocks gravel road, a bit scary for sharp rocks on the tires, no mud, but once you get on the old road, closer to chicken and especially after Chicken, it gets very muddy. Before the border, on the CA side, it is mostly nice gravel, but it probably become muddy after a long rain. It was raining for a couple of days, and snowing when I went through, no problem but muddy.
