It depends on what your other priorities are, but 3 weeks is probably not enough time if you plan to see much of Alaska. From Dawson, with a TT so not rushing, it's a 5-day rounder.
BUT, you can do a day trip from Dawson up the Dempster to Chapman Lake and back. Most people just go to Tombstone, but Chapman Lake is where the Dempster starts to get really good in an Arctic way.
