The big difference between the U.S. and Canada for chip card use is the process. There was huge push back in the U.S. on using PIN numbers to process the chipped credit cards. They maintained the signature requirement which really defeats the purpose of even having a chip.
In Canada you cannot process a chip read card without using a PIN to complete the process. Our credit card fraud through cloning etc... has been dropping like a rock.
