In Canada you cannot process a chip read card without using a PIN to complete the process. Our credit card fraud through cloning etc... has been dropping like a rock.
I know that our cards that we use will not work without a PIN because the back system they are processing to in Canada is designed to do so. I'm not sure if the back system that your US cards are processing against will do the same.
