We happened to hit Skagway in May one year and there were no cruise ships coming in for one whole day. The little historic town was so pleasant to explore. The Nat'l Park Service gave a walking tour of the town. Some ships arrived during the night. First thing in the morning the cruisers started disembarking and soon the small town was packed. It was awful. We packed up and left!
That's the only town that we found to be really touristy. Seward has ships coming in but it sure didn't get that crowded with the cruisers.
