"Do you have any idea who the Controlling Authority would be? This trip is to travel the entire Pan American Hwy from Prudhoe Bay to as far down in South America as possible so I really would like to seek permission...."
I believe for what is generally referred to as "Prudhoe Bay", BP Alaska is the Operator. My suspicion (and I used to work for BP in Los Anchorage, but MANY years ago) is that they simply don't allow private vehicles to go to the "shore"...but that's just a gut feeling, I've not investigated at all.
