Keep in mind that the Dalton Highway / Haul Road / Alaska 11 stops at Deadhorse. The Arctic Ocean (and the Prudhoe Bay oil facilities) are a bit further away. Understand there are commercial tours that go out to the ocean, but getting into the oil facilities is a bit more of a challenge and typically requires a special pass (not generally available to the public) from the Operator.
Do you have any idea who the Controlling Authority would be? This trip is to travel the entire Pan American Hwy from Prudhoe Bay to as far down in South America as possible so I really would like to seek permission....

Tour of Prudhoe Bay can be arrange through
Deadhorse Camp, we did this during our 2015 trip.It done online and allow at least 4 days to drive up For those who want to travel the Haul Road and are concerned about fuel, not a real problem. Fuel up in Fairbanks, then top your tank up in Coldfoot, then again in Deadhorse at the Tesoro fuel station. This is a self service station that has a credit card booth.
Right now I have trip reports covering this part of our Alaska 2015 Journey posted in the Truck Camper Forum. I know most of those doing posting here are in motorhome, travel on this road is more than doable for motorhomes.
