Looking at the overall wind forecast for the state you will have less wind on 70 than on I-40 and 54. Still windy but not as bad on 70 and much better once you get past Roswell and get into the wind shadow of the mountains. Go to link and it shows the approx. wind speeds for your route at various times of the day.
PS: the wind is always blowing in West TX and Eastern NM. Sometimes it pushes you along to get better mileage and sometimes it holds you back.
