I would think about a car and trailer (caravan). You can unhook and drive around.
Mass transportation is nearly seamless. I just watched a Rick Steve's episode where was asked about the refugee issue and he stratedcvitv hasn't caused any problems for tourists.
You'll figure it out. Just remember to base your trip around the seasons. Eg. Don't do southern Spain in the summer and don't do Germany holland France Norway etc in winter. And make it all fit around the 90 day in 90 day out of the schengen zone. You can google which countries are in and out but most people use England or Morocco for their out time.
