Texas Welcome center on east bound side at exit 0, you exit quite a ways before the exit just about when you are parallel to Camping World and drive the frontage road for a good ways. You will see the TX rest area across the freeway so at the exit overpass you use the U turn lane and head back on the opposite frontage road to Texas Welcome Center. Exit 0 has FlyJ, Loves, Camping World, Grocery stores, truck washes, etc. etc.
The NM rest area is available also but is not as nice as the Texas one.
BTW there is crime in the border land but if you are not related to a gang, you will not be bothered.
At the Vado exit 155 (about 10mi in NM) there is a RV park and National Truck Stop. Exit 140 is the WalMart, exit 139 is T&A/Pilot both in Las Cruces and there are several RV parks in a range of prices. Just west of LC at exit 132 is another Loves and another rest area at exit 135 but only on the east bound side.
