A lot of this answer depends on what you call "Scenic". Another problem is that we don't know what you are driving and how capable you are. That said, were I you, and I have been close, I would start by taking SR-28 across the Catskills. That would get me to the southern tier and I would take that to the Erie area. From there on, I would need to know more.
