I like the flashing lights to warn when a signal is getting ready to go red. But if you watch the many crash compilation videos on Youtube you'll notice folks speed up to beat the light and end up running the red light causing sometime horrific crashes due to the speed.
Pay particular attention to the videos from Russia where they use the flashing lights to indicate when a signal is about ready to change. You'll see many cars at a time run a red light.
Based on what I've seen in these videos plus what I have personally observed in the past 10 years red light running is becoming the norm.
