What do they do in Illinois where two rural highways cross? Build an overpass? 4 way stop signs? Reduce speed to town speeds?
Just as a random example, Il 9 and Il49, cross with a 4 way stop, and an overhead flashing light (Rankin IL). I don't see any distant flashers or speed signs, but I assume 55 is allowed. Obviously the traffic here is much lighter, and mostly local.
The California example would be CA86 and Ave 52. 86 is divided, 52 isn't. Sight distance are as great as the Illinois case - even better since there isn't a tree in sight. The issue isn't whether there should be stop light. It's whether the warning lights (.3 mile away) should be 'smart', changing to tell you when to speedup to beat the yellow light.
