It's been 3-4 years ago, but I've stayed overnight at SC rest areas on I-26 several times. But I know the SC welcome center on I-26 at the NC/SC border is signed for no overnight parking.
Some of VA's rest areas on I-81 are 'way too small, which may explain some of the 'no overnighting' signs. But I've come thru the one a bit south of Roanoke in the wee small hours (3-5 AM), and it was very obvious from the dew on the cars that they'd been there all night.
