I think the fastest and safest is going to be heading north on 101 to Monterey and heading south. With that said, you can't beat the view all the way up the 1. I have done both many times over the last few years. I prefer taking the 1, but I know it is a much longer drive. I know that on the 1 it is generally 30mph average all the way up vs 55mph on the 101 average. Do the math if you are looking to get there fast.
