At our seasonal campground in upstate NY we often get very large extended families who want to camp together and participate in everything together. The camp management typically sticks to the 6-person per site rule and will require that the family group rent the appropriate number of sites(all adjacent to each other). This is not to day that there will never be 15 people on only two sites, at times some common sense needs to prevail.
It is up to each park to apply the interpretation of their rules fairly and accommodate campers's needs where possible and within limits of common sense.
