On this one, I have personal experiencce.
I was Park Patrol at one of several BC Prov Parks on Shuswap Lake. All the usual rules about numbers on any given site. Bearing in mind, all BC parks are managed with contractors. Darned if we do not get a huge group in and set up on one site. And ultimatley, they were allowed to remain in place. There were two mitigating factors in the decision to permit the overnight stay. First was the reluctance of the park managers to face any sort of potential 'rockets' from Victoria which kicked in when the group introduced the second reason, the 'culture' card.
