States with the worst roads

Here in Wisconsin the gas tax is suppose to be used for road maintenance. Unfortunately the last couple of governors have raided that fund to pay for everything but roads. Within 20 miles of my house, there are 4 roads that are unsafe to drive my old (formerly owned) Ford Ranger because the expansion joints were so high that it was hard to keep the Ranger going in a straight line.
Our new Governor wants to add another .08 on top of our current fuel tax but he has not said that it would be used for roads.
