The absolute best place climatically, cost of living wise and with abundant clean surroundings is uruapan, michoacan. A distant number 2 is oaxaca (cultural things to do, intellectual stimulation, food; however, it may be a bit dry over winter)...you could find an adequate place to park an rv if you are a bit creative.
