Googling didn’t turn up much about oil drilling in Mexico with a lot of details. I did find articles that mention who is bidding and contracting but no real details. Below are some articles about what is going on or what has gone on. There is some of the whole history of Pemex and then what is going on now.
I did read that companies are pulling out of Venezuela because they are not getting paid – one article mentioned both Schlumberger and Halliburton – both of whom are also doing stuff in Mexico and have been for some time. The Venezuela story said these companies will not do anything there unless they are paid up-front. Venezuela could have the most oil in the world but a gov’t so corrupt the whole place is going broke.
There is a lot of oil under Mexico and a lot of people want to get their hands on it. Areas have been “auctioned” and contracts awarded but I don’t really know what that means – few details – experts will know more. I have posted other websites about the updating/upgrading of refineries in Mexico (contracts awarded etc – money paid) but not many details about that either. I think Carlos Slim is part of one of the bidding groups but not sure if they won at auction - but if he is they will not be running out of money very soon. Other bidders have equally deep pockets. They do not work for Pemex.
