I recall that April is a stormy month along the I40 corridor but is I80-I70 generally clear at that time or am I asking for trouble in Pennsylvania,Ohio and Indiana?

Just as it is today - Weather Dependent - only way to know is to watch the weather, having driven in all months and all areas, what I've learned is "If you Don't like the weather today, don't worry it's changing".
Just plan a route you will be comfortable driving then have a back up plan.
