It is true. Tour buses are allowed to drive up the switchbacks but must back at alternate corners as the corners are so sharp. That is why trailers and motorhomes are not allowed since they would hold up the traffic so badly. My 3/4 ton pickup will make it around the corners but only if I use both lanes. The fifth wheel stays at the bottom.
