That is the correct way for the large buses to negotiate the very tight switchbacks. There is even a sign there to show you how it is done.

All types of towed units are not allowed.
To the OP: You would need to be in exceptional condition physically to be able to do the 16 km (each way) trip on foot or snowshoes.
