I live in Perryton and travel most of the roads you mentioned. Yes 83 is very bad, but will improve. 70 is much better but probably not perfect. The oil field is booming in this area and larger trucks are traveling south all the time. The highway dept. has gotten behind. 70 to Perryton would be a good choice, then on to Liberal Ks.
We have got to where we go north on 83 then catch 3 to New Mexico and on up to Colorado. Not to bad is you are pulling that direction.
One side note we do have free Rv parking at Whigham Park. It does have water and electric. There is also a dump station. It's right on 83.
