I read Illinois is the best value for EZPASS, no maintenance fee for keeping the transponder active.
MAP-21, the toll transponder interoperability law, calls for full compliance by July, 2016. The status as of Sept. 30, 2015 was the subject of a congressional hearing on that date. The full report can be found

NY also has no E-ZPass account maintenance or other fees unless you want snail mailed statements...
