Em, no the plan is the model for the national pass system by Oct 2016.
National (every state) will NOT happen by Oct 2016.
Washington state has no plans to setup for EZ-Pass by Oct 2016. They are waiting for what the national model looks like. Their theory is their Good-to-Go is more modern and they can't see stepping "backwards".
Example a Good-to-Go "FlexPass" can be set to HOV, which exempts it from tolls on some roads (but not others) or switched to TOLL, which doesn't.
