The short five mile or so section of I-80 is no big deal, that single toll booth is basically just there so the Illinois Toll Road Commission can stiff every passenger car passing through the area a small toll...
The history I80 in this area is complex. Kingery Expressway (US6 to the border) opened in 1957. The Tristate part in 1958. The next part (to I55) didn't open until 1968. At the intersection, I294 has the center 'through' lanes. So this piece has been part of the Toll system longer than it's been part of a through I80. And the Toll Commission still pays for maintenance.
The I80 and I294 have separate tollbooths. Once the two merge (east bound) there are no tolls. The next tollbooth is at the entrance to the Indiana Tollway. At that point you used to pick up a ticket, and pay when you left. I don't know if that's changed with electronic tolling or not.
