Tolls in Louisville Dec. 30

I understand that Tolls will now be charged on the bridges in Louisville. You need a special pass or a bill will be mailed to you. Do they have information on Canadian plates to send a bill? Is there a way around to avoid the Tolls?

    The Sherman Minton bridge in New Albany is toll free. If south bound on 65 take 265 west bound over to I64 and east bound on I64 to I264 and south east on that back over to I65.
    Reverse it going in the other direction.
