I've done that trip several times from NJ at different times. The bridge has never been busy irrespective of when we have crossed. I'd say by 6PM, you should be okay to cross southbound.
Having said that - I do like Kiptopeke - I believe the concrete ships are just of the coast there - so spending a night there would be a bonus.
