Paying the toll & doing the CBBT is worth the savings in aggravation of getting through Baltimore & Washington. Next best bet would be the rt 301 which is also a decent drive once past Waldorf, MD. Staying on 301 once over the Potomac is a very nice alternate to the I95 raceway.
