If you hit the Baltimore Beltway (695) at 10AM, you should have no problem the rest of the way through Maryland into VA. Take 695 East to the Key Bridge. Then return to 95S. From the Key Bridge to the Wilson Bridge (95 over the Potomac) shouldn't take you more than an hour, hour and half, tops. So it would be about 11:30, which should make the trip through Northern VA fairly painless.
Do not travel South on 95 through NoVA 2-7PM on weekdays. Don't travel on 95S between Baltimore and DC 7AM-9AM weekdays. Don't take 50W 7-9AM weekdays. 95/495 around DC shouldn't be traveled 7-9AM or 4-7PM. Unless you enjoy traffic. Lots and lots of traffic. I've lived here for 30 years and those are my rules for sanity. You can travel on 3/301S from Baltimore into VA, crossing the Nice Bridge, but the traffic lights along the route slow you way down and it is useful really only during PM rush hour when trying to get into VA going south.
